It was signed at the Portsmouth Naval Shipyard in Portsmouth\, NH on September 5\, 1905. President Theodore Roosevelt was instrumental in this treaty and was awarded the Nobel Peace Prize in 1906 for his efforts before and during the peace treaty\, despite not being present in Portsmouth during the negotiations.
